  • ONE:The Government determined to make the most formidable preparations for the preservation of the peace, and for putting down a riot, should it occur. Troops were seen directing their march from all quarters to the metropolis, and there was not a village in the vicinity which did not display the plumed helmet. George IV., always excessively fond of show and pomp, was resolved that the ceremonial of his coronation should outshine anything in history. The nation entered into the spirit of the occasion, and the metropolis was full of excitement. As early as one o'clock on the morning of the 19th of July, Westminster, the scene of this magnificent pageant, presented a dazzling spectacle. Even at that early hour, those who were fortunate enough to obtain places were proceeding to occupy them. From Charing Cross two streams of carriages extended, one to the Abbey and the other to Westminster Hall. The streets were crowded with foot passengers eager to secure seats on the platforms erected along the way, or some standing-place. All distinctions of rank were lost in the throng of eager expectants; judges, bishops, peers, commanders, wealthy citizens, richly dressed ladies, all mingled in the moving masses that converged towards the great centre of attraction.   • ONE:When the Bourbons had entered Paris in 1814 they had shown the utmost liberality towards those who had driven them from France and had murdered those of their family on the throne and nearest to it. They did not imitate the summary vengeance of Napoleon, whose Government, in 1812, had put to death not only General Mallet, who had endeavoured to restore the Bourbons, but also thirteen of his accomplices, on the plain of Grenelle. When Louis XVIII. returned, there were numbers of the bloody Revolutionists who had voted for, and some who had acted in, the frightful atrocities of the Revolutionmany who had urged on the sufferings, the indignities, and the death of Louis XVI., Marie Antoinette, the Princess Elizabeth, the Princess Lamballe, and the worst form of death of the unhappy Dauphin. Yet no vengeance was taken, and numbers of these people were allowed to reside unharmed in Paris. Having been now again driven forth, and seen the readiness with which those who had sworn to maintain their Government had taken their oaths and betrayed them, it might have been expected that there would have been some severe punishments. But the natural mildness of Louis XVIII., and the wise counsels of Wellington and Talleyrand, produced a very different scene. Never, after such provocations, and especially to the sensitive natures of Frenchmen, was so much lenity shown. In the proclamation of Louis XVIII. of the 24th of July, nineteen persons only were ordered for trial, and thirty-eight were ordered to quit Paris, and to reside in particular parts of France, under the observation of the police, till their fate should be decided by the Chambers. Of the nineteen threatened with capital punishment, with trial before a military tribunal, only Ney and Labdoyre suffered; another, Lavalette, was condemned, but escaped by changing dresses with his wife in prison. It was also stated that such individuals as should be condemned to exile should be allowed to sell their property in France, and carry the proceeds with them. Yet more clamour was raised by the Buonapartists about the deaths of Ney and Labdoyre than had been made in any executions by the Imperial or the Revolutionary parties over whole hecatombs of innocent persons. As for Ney and Labdoyre, their treason had been so barefaced and outrageous that no reasonable person could expect anything but summary punishment for them. Ney had declared to Louis XVIII. that he would bring Buonaparte to him in a cage, and then carried over his whole army at once to the Emperor. Labdoyre had been equally perjured after the most generous forgiveness of his former treasons, and he had been particularly active in stimulating the Parisians to make a useless resistance to the Allies approaching Paris, by stating that the Bourbons were preparing a most sanguinary proscription. Both officers knew that they had no hope of life, no plea of protection, and they fled in disguise. Yet vehement reproaches were cast on the Duke of Wellington for having, as the Buonapartists asserted, broken the 12th article of the Convention of Paris, by which the city was surrendered to the Allied armies. Madame Ney, after the seizure and condemnation of her husband, went to the Duke, and demanded his interference on the Marshal's behalf, as a right on the ground of this article, which she interpreted as guaranteeing all the inhabitants, of whatever political creed or conduct, from prosecution by the restored Government. It was in vain that Wellington explained to her that this article, and indeed the whole Convention, related solely to the military surrender, and not to the political measures of the Government of Louis, with which the Duke had[115] publicly and repeatedly declared that he had no concern, and in which he would not interfere. When the Commissioners from the Provisional Government had waited on him, so early as the 2nd of July, at Estres, and claimed exemption for political offenders, he showed them the proclamation of Louis, dated Cambray, the 28th of June, making exceptions to the general amnesty, and distinctly told them that he had no orders to interfere with the measures of the Bourbon Government. To this the Commissioners had nothing to object, and they thus clearly understood that the British commander would not take any part in political, but merely in military measures. Nevertheless, when Ney was executed, the clamour was renewed that Wellington had betrayed him. We now anticipate, somewhat, to dispose of this calumny, for there never was a party so recklessly addicted to charging their enemies with breach of faith as that of Buonaparte and his followers. The foul charge was so industriously disseminated over Europe, that Wellington, at Paris, on the 19th of November, 1815, issued a memorial on the subject, which he first caused to be sent to all the Allied Powers and then to be published. In this most decisive document he stated that the Convention of Paris related exclusively to the military occupation of the place, and was never intended, and could not be intended, to prevent either the existing French Government, the Provisional, or any French Government that might succeed it, from acting towards political offenders as it might deem proper. He had refused before to enter into a question of settling the Government. To make this clear, he quoted the 11th article, providing for the non-interference of the Allied army with property; and the 12th:"Seront pareillement respectes les personnes et les proprits particulires; les habitants, et en gnral tous les individus qui se trouvent dans la capitale, continueront jouir de leur droits et liberts sans pouvoir tre inquits, ou recherchs en rein, relativement aux fonctions qu'ils occupent ou avaient occupes, leur conduite, et leur opinions politiques." THREE:Very important events had during this time been taking place in Europe. In the north, Russia, checked in its encroachments on Turkey for the present, turned its eyes on the inviting region of Poland. Poland, after neglecting its own internal improvement, and the raising of the condition of its people, so as to give them a[396] real interest in the defence of the country, had suddenly set about establishing a new Constitution, very much on the model of the French Revolutionary one. The Diet declared the throne hereditary, and not elective, as hitherto; and Stanislaus Augustus, the kingthat is, Poniatowski, the former lover and favourite of Catherine of Russiawas wholly agreeable to this. The Diet proposed the Elector of Saxony as Poniatowski's successor, the king having no children. It also admitted the burgher class into its body. As there was a strong party, however, in opposition to the popular party, the patriots met secretly, and not only pledged themselves to the new Constitution, but to pass it en masse and at once, without canvassing the particular articles of it. The king, being privy to this, on the 3rd of May, 1791, entered the hall of the Diet. The new Constitution was read, passed by a majority, and signed by the king. Stanislaus then led the way to the cathedral, where he was followed by all the nuncios except twelve, and there both he and they swore to maintain this new Constitution. An unexpected difficulty was found in persuading the Elector of Saxony to accept the Crown; for, though both Russia and Prussia still professed friendship for Poland, he was too well aware of the designs of Russia on Poland to accept the dangerous post without much hesitation. At length, in the month of April, 1792, the Elector gave his reluctant consent, but not without stipulating that they should give more power to the sovereign, and limit more that of the Diet; that the right of determining peace and war should belong to the king, as well as the authority over the army. He objected to a number of things, evidently borrowed from the revolutionary French, such as the oath taken to the nation, and the education of the heir by the Diet, just as the National Assembly had claimed the right to educate the Dauphin.

FORE:In all these transactions Carteret showed the most facile disposition to gratify all the Hanoverian tendencies of the king, in order to ingratiate himself and secure the Premiership at home. But in this he did not succeed; he was much trusted by George in foreign affairs, and in them he remained. Lord Wilmington, Prime Minister, had died two months before the signing of the treaty at Worms, and the competitors for his office were Pelham, brother of the Duke of Newcastle, and Pulteney. Pelham was supported by Newcastle, Lord Chancellor Hardwicke, and still more powerfully by the old Minister under whom he had been trainedLord Orford, who, though out of office, was consulted in everything relating to it. Pulteney and Pelham had both, according to their friends, neglected the necessary steps for succeeding Wilmington. Pulteney had declined any office, vainly hoping that his great popularity would enable him to guide public affairs. His friends reminded him that had he taken the Treasury on Walpole's resignation, he would now have been still at the helm. Pelham's great adviser, Lord Orford, said to him, "If you had taken my advice, and held the Exchequer under Wilmington, the whole had dropped into your mouth." Pelham, however, received the appointment from the king, and this was communicated in a letter from Carteret, who candidly told him that, as the old friend and colleague of Pulteney, Lord Bath, he had done all in his power to secure the office for him, but now he would support Pelham cordially, notwithstanding. Pelham was at this period forty-seven years of age, of far inferior talent to Orford, but pursued his cautious principles and acted under his advice.The change of Ministers and some additions to the peerage caused several elections. Mr. Littleton was raised to the Upper House with the title of Lord Hatherton, and Mr. Charles Grant as Lord Glenelg. They were promptly replaced by Conservatives. Lord John Russell having lost his election for South Devon, Colonel Fox made way for him at Stroud, which borough continued to furnish a seat for the noble lord during many years. Lord Palmerston had been defeated in Hampshire at the general election; but Mr. Kennedy retired to make way for him at Tiverton, which had the honour of being represented by the Foreign Secretary until his death. Lord Morpeth had to stand a severe contest in Yorkshire, but he was returned by a large majority.

THREE:At length General Pollock found himself in a position to advance for the relief of the garrison, and marched his force to Jumrood. On the 4th of April he issued orders for the guidance of his officers. The army started at twilight, without sound of bugle or beat of drum. The heights on each side of the Khyber Pass were covered with the enemy, but so completely were they taken by surprise that our flankers had achieved a considerable ascent before the Khyberese were aware of their approach. The enemy had thrown across the mouth of the Pass a formidable barrier, composed of large stones, mud, and heavy branches of trees. In the meantime the light infantry were stealing round the hills, climbing up precipitous cliffs, and getting possession of commanding peaks, from which they poured down a destructive fire upon the Khyberese, who were confounded by the unexpected nature of the attack. The confidence which arose from their intimate knowledge of the nature of the ground now forsook them, and they were seen in their white dresses flying in every direction across the hills. The centre column, which had quietly awaited the result of the outflanking movements by the brave and active light infantry, now moved on, determined to enter the Pass, at the mouth of which a large number of the enemy had been posted; but finding themselves outflanked, these gradually retreated. The way was cleared, and the long train of baggage, containing ammunition and provisions for the relief of Jelalabad, entered the formidable defile. The heat being intense, the troops suffered greatly from thirst; but the sepoys behaved admirably, were in excellent spirits, and had a thorough contempt for the enemy. It was now discovered that their mutinous spirit arose from the conviction that they had been sacrificed by bad generalship. Ali Musjid, from which the British garrison had made such a disastrous and ignominious retreat, was soon triumphantly reoccupied. Leaving a Sikh force to occupy the Pass, General Pollock pushed on to Jelalabad. Writing to a friend, he said, "We found the fort strong, the garrison healthy, and, except for wine and beer, better off than we are. They were, of course, delighted to see us; we gave three cheers as we passed the colours, and the band of each regiment played as it came up. It was a sight worth seeing; all appeared happy. The band of the 13th had gone out to play them in, and the relieving force marched the last few miles to the tune, 'Oh, but you've been long a-coming!'"It is impossible to conceive the extent of suffering and desolation inflicted upon society, almost every family being involved, more or less, in the general calamity. Flourishing firms were bankrupt, opulent merchants impoverished, the masses of working people suddenly thrown out of employment, and reduced to destitution; and all from causes with which the majority had nothing to docauses that could have been prevented by a proper monetary system. If Bank of England notes had been a legal tender, to all intents and purposes supplying the place of gold as currency; if these notes had been supplied to the country banks in any quantities they required, ample security being taken to have assets equal to their respective issues, then the currency would have had an elastic, self-adjusting power, expanding or contracting according to the requirements of commerce. Inordinate speculation would not have been stimulated by a reckless system of credit, and business would have been conducted in a moderate and judicious manner, instead of rushing on at a high pressure that rendered a crash inevitable. The Government, after anxious and repeated deliberations, supplied a remedy on this principle. They determined to issue one-pound and two-pound notes of the Bank of England, for country circulation, to any amount required. In the meantime the Mint was set to work with all its resources in the coining of sovereigns[244], which, for the course of a week, were thrown off at the rate of 150,000 a day. The notes could not be manufactured fast enough to meet the enormous demand for carrying on the business of the country. In this dilemma the Bank was relieved by a most fortunate discoverya box containing 700,000, in one- and two-pound notes that had been retired, but which were at once put into circulation. The people having thus got notes with Government security, the panic subsided, and the demand for gold gradually ceased. The restoration of confidence was aided by resolutions passed at a meeting of bankers and merchants in the City of London, declaring that the unprecedented embarrassments and difficulties under which the circulation of the country laboured were mainly to be ascribed to a general panic, for which there were no reasonable grounds; that they had the fullest confidence in the means and substance of the banking establishments of the capital and the country; that returning confidence would remove all the symptoms of distress caused by the alarms of the timid, so fatal to those who were forced to sacrifice their property to meet unexpected demands. The new measures so promptly adopted and so vigorously carried into effect, raised the circulation of the Bank of England notes in three weeks from 17,477,290 to 25,611,800. Thus the regular and healthful action of the monetary system was restored by an adequate circulation of paper money, on Government security, without specie to sustain it. There were at the time of the crash 770 country bankers; 63 stopped payment, 23 of them having subsequently resumed business, and paid twenty shillings in the pound; and even those that were not able to resume, paid an average of seventeen shillings and sixpence in the pound. It was estimated that the total loss to the country by this panic was one hundred million pounds.

TWO: James Cuffe; his father made Lord Tyrawley.The Commissioners recommended the appointment of a central board to control the administration of the Poor Laws, with such assistant Commissioners as might be found requisite, the Commissioners being empowered and directed to frame and enforce regulations for the government of workhouses, and as to the nature and amount of the relief to be given and the labour to be exacted; the regulations to be uniform throughout the country. The necessity of a living, central, permanent authority had been rendered obvious by the disastrous working of the old system, arising partly from the absence of such controlan authority accumulating experience in itself, independent of local control, uninterested in favour of local abuse, and responsible to the Government. A Board of three Commissioners was therefore appointed under the Act, themselves appointing assistant Commissioners, capable of receiving the powers of the Commission by delegation. The anomalous state of things with regard to districts was removed by the formation of unions.

FORE:THE PALACE OF FONTAINEBLEAUThe Opposition made no objection to the re-election of Onslow as Speaker of the Commons, but they made a determined attack on the Address. Lord Noel Somerset moved that in the Address his Majesty should be desired not to engage this kingdom in a war for the defence of his Hanoverian dominions. This was seconded by Shippen, who declared that he had grown old in the House of Commons only to see all the predictions of his life realised in the management of the nation. Pulteney seemed to be animated by a double portion of patriotic indignation.[78] He reviewed Walpole's whole administration, and accused him, not merely of individual acts of erroneous policy, but of deliberate treachery. The Whigs, elated by this fiery denunciation of the Minister, called for a division; but Pulteney, aware that they had not yet a majority, observed that dividing was not the way to multiply. Walpole, on his part, offered to leave out the paragraph thanking his Majesty for his royal care in prosecuting the war with Spain; but this was only regarded as a proof of conscious weakness, and Pulteney proceeded to charge Walpole with purposely ruining the nation to serve the Pretender. This called Walpole up, and he defended himself with all his accustomed self-command and ability. He retorted the charges of serving the Pretender on his enemies, and these with real grounds. He referred to Chesterfield's recent visit to the Pretender's Court at Avignon. He asked, as he had done before more than once, whether he, as Minister, had raised the war in Germany, or advised the war with Spain? Whether he was amenable for the deaths of the late Emperor and the King of Prussia, which opened up all these complications? Whether the lawless ambition of Frederick, and the war between Sweden and Russia, were chargeable on him? He offered to meet the Opposition on the question of the state of the nation, if they would name a day. This challenge was accepted, and the 21st of January, 1742, was fixed upon. The clause respecting the Spanish war, as Walpole had suggested, was also struck out, and the Address then was carried unanimously.

FORE:In the same field was to be found the poet Ebenezer Elliott, the "Corn Law Rhymer." By his addresses to his fellow-townsmen of Sheffield, his remonstrances with the infatuated followers of O'Connor, who fancied that their own cause was opposed to that of the Manchester League, and by his powerful "Corn Law Rhymes," Elliott rendered services to the movement of the highest value. A good specimen of Elliott's powers of versification is afforded by the following song:

FORE:There remain only the trials of Hunt and his associates in the meeting at Manchester to close the events which arose out of circumstances originating under the reign of George III. These took place at York spring assizes, whither they had been prudently removed out of the district where both parties were too much inflamed for a fair verdict to be expected. During the time that they lay in prison the conduct of Hunt had greatly disgusted his humble associates. He[156] showed so much love of himself that Bamford says he began to think that he could never have really loved his country. The Government had found it necessary a second time to lower its charge against the Manchester prisoners. At first it was high treason, then it subsided to treasonable conspiracy, and now, at last, it was merely "for unlawful assembling for the purpose of moving and inciting to hatred and contempt of the Government." Of this they were all convicted, and were confined in different gaols for various periods, and were called upon to give substantial security for good behaviour in future before being set at liberty. Hunt was imprisoned for three years in Ilchester gaol. It is only justice to him to state that though, during this imprisonment, he was continually sending to the newspapers complaints of ill treatment, he was instrumental in making known to the public some flagrant malpractices going on in the gaol, and which, through these exposures, were afterwards corrected.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

THREE:On the 14th of January, 1793, the members of the Convention met, amid a mob surrounding the House, and demanding, "Death to the tyrant! Death to him or to us!" Other crowds crammed the galleries. The debate, which had begun immediately after the king's speech, was renewed, and furious menaces and recriminations between the Girondists and the Mountain were uttered. At length the Convention reduced all the questions to these three: 1st. Is Louis Capet guilty of conspiring against the liberty of the nation and the safety of the State? 2nd. Shall the judgment, whatever it be, be referred to the sanction of the people? 3rd. What punishment shall be inflicted on him?
TWO:GREAT SEAL OF GEORGE II.At this juncture, when the eyes of all Europe were turned on the new Republic of America, Congress gave a proof of its utter contempt of those principles of honour which are regarded as the distinguishing characteristics of civilised nations. The convention on which General Burgoyne's army had surrendered was deliberately violated. It had been stipulated that his troops should be conveyed to Boston, and there suffered to embark for England in British transports to be admitted to the port for that purpose. But no sooner did Congress learn this stipulation than it showed the utmost reluctance to comply with it. It was contended that these five thousand men would liberate other five thousand in England to proceed to America. It was therefore determined to find some plea for evading the convention. An article of the convention provided that the English officers should be quartered according to their rank; but they complained that six or seven of them were crowded into one small room, without regard either to rank or comfort. But Burgoyne, finding remonstrance useless at Boston, wrote to Gates reminding him of his engagements in the convention, and declaring such treatment a breach of public faith. This was just one of those expressions that Congress was watching for, and they seized upon it with avidity. "Here," they said, "is a deep and crafty schemea previous notice put in by the British General to justify his future conduct; for, beyond all doubt, he will think himself absolved from his obligation whenever released from his captivity, and go with all his troops to reinforce the army of Howe." Burgoyne offered at once to give Congress any security against such imagined perfidy. But this did not suit Congressits only object was to fasten some imputation on the English as an excuse for detaining them contrary to the convention, and they went on to raise fresh obstacles.
TWO:At two o'clock the York Town troops marched out with their drums beating, their muskets shouldered, and their colours cased, and piled their arms. The number of those who remained effective now amounted only to four thousand; the rest, making up the total number to about six thousand, were lying sick or wounded. General Lincoln, who had been so lately a prisoner of the English, was appointed to receive them, and the British prisoners had to march through two lines of the allied army, upwards of a mile in length, the Americans on the right, and the French on the left. The different feelings with which the English regarded the French and Americans was remarked. The English officers, as they passed along the enemy's lines, courteously saluted every French officera compliment which they withheld from every American one, even the highest. The surrender of Cornwallis's army was the determining point of the war. The news of this decisive event reached London on the 25th of November. Lord North walked about the room, exclaiming, "Oh, God! it is all over!" The king received the communication with more firmness. In Paris great was the exultation. Franklin, who was there, and who, only three days before, had written to Governor Pownall that he never expected to see "this accursed war" finished in his time, now wrote to John Adams, at the Hague:"I congratulate you on this glorious news. The infant Hercules, in his cradle, has now strangled his second serpent;" and so delighted was he with his conceit of the serpent, that he afterwards had a medal cast embodying it.The following is the general result of the Reform Acts upon the constitution of the Imperial Parliament:In England the county constituencies, formerly 52, returning 94 members, were increased to 82, returning 159 members. The borough members were 341, giving a total of 500 for England. In Ireland the number of the constituencies remained the same, but five members were added, making the total number 105, representing 32 counties and 41 boroughs including the University of Dublin. A second member was given to each of the following:Limerick, Waterford, Belfast, Galway, and Dublin University. The proportion of counties and boroughs in Scotland was 30 and 23, giving a total of 53. All the counties of the United Kingdom returned 253 members, all the boroughs 405, the total number constituting the House of Commons being 658.
TWO:To assist the Governor-General, the British Government had sent out Sir Eyre Coote in 1780 to the scene of his former fame, not only as Commander of the Forces in place of Clavering, but also as member of Council. Coote usually supported Hastings in the Council, but he greatly embarrassed him by the insatiable spirit of avarice which had grown upon him with years; and in making arrangements with the Nabob of Oude and others to supply the means of accommodation to the old commander, Hastings largely augmented the grounds of his future persecutions. The war with the Mahrattas and the announcement of the speedy arrival of a French armament on the coast of Coromandel induced the Company's old enemy, Hyder Ali, to think it a good opportunity to recover some of his territory from the Company. He saw that the present opportunity was most favourable for taking a signal revenge on the English. For years he had concerted with the French a grand plan for the destruction of the British power; and even whilst he remained quiet, he was preparing with all his energies for its accomplishment. He had squeezed his treasurers and collectors to the utmost for the accumulation of money, and mustered an army of nearly ninety thousand men, including twenty-eight thousand cavalry and two thousand artillery and rocketmen, besides four hundred engineers, chiefly French. Hyder suddenly poured down from his hills with this host into the plains of Madras. To the last moment the authorities there appear to have been wholly unconscious of their danger. Besides this, the army in the presidency did not exceed six thousand men, and these were principally sepoys. This force, too, was spread over a vast region, part at Pondicherry, part at Arcot, part in Madras, but everywhere scattered into cantonments widely distant from each other, and in forts capable of very little defence. As for the forces of their ally, the Nabob of Arcot, they ran at the first issue of Hyder's army through the ghauts. On came the army of Hyder like a wild hurricane. Porto Novo on the coast, and Conjeveram near Trichinopoli, were taken; and Hyder advanced laying all waste with fire and sword, till he could be seena dreadful apparitionwith his host from Mount St. Thomas, his progress marked by the flames and smoke of burning villages.The most respectable witnesses testified in his favour, that he had always argued that the monarchy of the country was good; the government far superior to that of France; that many opinions of Paine were unsound and untenable; that an equal division of property was a chimera, and that we here wanted no revolution, but only moderate reform. The chief witness against him was a woman-servant, who had lived in his father's family, who deposed to his telling people to read the "Rights of Man;" to giving an organ-man something to play "?a ira!" and the like. It is clear that Mr. Muir was what would now be considered a very moderate reformer indeed. But the Lord Advocate treated him with the most scurrilous indignity, calling him "that unfortunate wretch at the bar;" "that demon of mischief;" "that pest of Scotland." The very proofs of Muir's moderation were turned by the Lord Justice Clerk into crimes; it was only "policy;" and he proceeded to pass on him the monstrous sentence of transportation for fourteen years!
TWO:Notwithstanding his careless manner, however, there was much sincerity in the nature of Lord Melbourne; and there is no doubt that he laboured with an honest purpose to make his Administration useful to the country, though not with so much activity and energy, or with such constant solicitude to secure success, as his predecessor had brought to the task. As it was now advancing towards the end of the Session, he confined his attention to two great measures of reformthe Irish Tithe question (of which we have already disposed) and the question of Municipal Reform. It is scarcely necessary to remark that abuses in corporations had been a matter of constant and general complaint for two centuries. But it was hopeless to expect a remedy so long as the Parliamentary representation was so inadequate and corrupt. The rotten and venal boroughs, of which the franchise was abolished or amended by the Reform Act, were the chief seats of abuse. The correction of the local evil would have been the destruction of the system by which the ruling party in the State sustained its political power. There were, therefore, the most powerful interests at work, restraining each from attempting the work of reform; but by the Parliamentary Reform Act these interests were abolished, and those local fountains of corruption could no longer pour their fetid contents into the legislature. Statesmen now felt at liberty to abate those nuisances. Yet the work was not as speedily accomplished as might have been expected. It is true that Lord Grey advised the king to issue a commission of inquiry in July, 1833, but it was not until the 5th of June, 1835, that any measure was brought forward upon the subject. Even then Lord Melbourne had to overcome the dislike of the king, who distrusted the measure, and thought that, if the corporations were to be reformed at all, they had best be reformed by granting them new charters. The commission consisted of twenty gentlemen, who were to proceed with the utmost despatch to inquire as to the existing state of the municipal corporations in England and Wales, and to collect information respecting the defects in their constitution, to make inquiry into their jurisdiction and powers as to the administration of justice, and in all other[388] respects; and also into the mode of electing and appointing the members and officers of such corporations, into the privileges of the freemen and other members thereof, and into the nature and management of the income, revenues, and funds of the said corporations. They divided the whole of England and Wales into districts, each of which was assigned to two commissioners. Their reports on individual corporations occupied five folio volumes. The whole was presented in a general report, signed by sixteen of the Commissioners.
THREE:Mr. Vandeleur, made judge of Queen's Bench 3,300The great difficulties of the Government at this time were the settlement of the questions with Spain of the right to cut logwood in the bay of Campeachy, and the retention of Gibraltar. The Spaniards had frequently resisted the cutting of logwood in the Bay of Campeachy by the English; and in 1717 the Marquis of Monteleone had presented a memorial against it; but the Board of Trade contended that the practice was of old standing, and amounted to a right. This representation was now laid before the House of Commons, and was backed by many petitions from the merchants of London and other places, complaining of the interruptions to their trade to the South American and West Indian colonies, which had been carried on by connivance rather than by actual permission of Spain. There was a great fermentation in the public mind on these subjects, and the Minister was accused of tamely submitting to national injuries. The nation seemed ready to rush into a war with Spain, and perhaps all the more so that the king, in his opening speech, had observed that "an actual war was preferable to such a doubtful peace, but that the exchange was very easy to be made at any time."

THREE:During this summer the island of Corsica fell into our hands, and that by conduct as brilliant on the part of Nelson and the troops and seamen under him, as was at the time the formal inefficiency of our generals there. The Corsicans soon experienced the insolence and rapacity of the godless French Republicans, and rose in general insurrection. The patriot Paoli was the first to advise them to renounce all connection with such a race of fiends, and was, in consequence, proscribed by the Convention, but at the same time appointed General-in-Chief and President of the Council of Government by his own people. As he well knew that little Corsica was no match for France, he applied to the British for assistance. Lord Hood was then engaged in the defence of Toulon, but he sent a few ships and troops during the summer and autumn to Paoli's aid, and by this assistance the French were driven out of every part of the island except San Fiorenzo, Calvi, and Bastia. The mother of Buonaparte, and part of the family, who were living at Ajaccio, fled to France, imploring the aid of the Convention for her native island. Lord Hood, however, having evacuated Toulon, made haste to be beforehand with them. By the 7th of February, 1794, he had blockaded the three ports still in the hands of the French, and had landed five regiments, under the command of General Dundas, at San Fiorenzo. The French were soon compelled to evacuate the place, but they retreated to Bastia, without almost any attempt on the part of Dundas to injure or molest them. Lord Hood now urged the immediate reduction of Bastia, but Dundas, an incompetent officer, and tied up by all the old formal rules of warfare, declared that he could not attempt to carry the town till the arrival of two thousand fresh troops from Gibraltar. But there was a man of very different metal and notions serving there, namely, Nelson, who was indignant at this timid conduct. He declared that if he had five hundred men and the Agamemnon ship-of-war, he could take the place. Lord Hood was resolved that he should try, whilst he himself blockaded the harbour. Nelson, who declared his own seamen of the Agamemnon were of the right sort, and cared no more for bullets than for peas, had one thousand one hundred and eighty-three soldiers, artillerymen, and marines, with two hundred and fifty sailors, put under his command, with the title of brigadier. They landed on the 4th of April, dragged their cannon up to the tops of the rocks overhanging Bastia, to the astonishment of French, Corsicans, and the timid Dundas. On the 10th Nelson was aloft with his whole force, and with all his cannon in position. A body of Corsicans rather kept guard than gave any active assistance on another side of the town; for they had no cannon, or could not drag them up precipices like British seamen. On the 11th Lord Hood summoned the town to surrender; but the French commander and Commissioner, Lacombe-Saint-Michel, replied that he had red-hot shot for the ships and bayonets for the British soldiers, and should not think of yielding till he had two-thirds of his garrison killed. But Nelson, ably seconded by Colonel Vilettes, plied his artillery to such purpose, that, on the 10th of May, Lacombe-Saint-Michel made offer of surrender, and on the 19th the capitulation was completed. The French forces and the Corsicans in their interest were shipped off to Toulon, after the signing of the capitulation on the 21st; and now General D'Aubant, who had succeeded General Dundas, but who had continued lying at San Fiorenzo instead of assisting at the siege, came up with his troops and took possession of Bastia. The whole loss of the British in this brilliant affair was only fourteen men killed and thirty-four wounded. Calvi, the most strongly-situated and fortified[432] place, still remained to be taken. By the middle of June it was thoroughly invested, both by sea and land, and Nelson again serving on shore, assisted by Captains Hallowell and Serecold, was pouring shells and red-hot shot into the fort. Captain Serecold was killed at the very outset; but Nelson and Hallowell, chiefly with the sailors and marines, continued the bombardment through the terrible heat of the dog-days, and the enervating effects of malaria from stagnant ponds in the hills, and compelled the surrender on the 10th of August, but not before one-half of the two thousand men engaged were prostrated by sickness. The island was now, by the advice of Paoli, offered to the British Crown and by it accepted; but a gross blunder was made in not appointing Paoli Governor, as was expected both by himself and his compatriots. Instead of this most proper and conciliatory measure, Sir Gilbert Elliot was appointed Governor, to the disappointment and disgust of the Corsicans. Sir Gilbert attempted to gratify the islanders by framing a new Constitution for them, and granting them trial by jury; but neither of these institutions was adapted to their ideas, and both failed to heal the wound which the ignominious treatment of their great patriot occasioned.

THREE:The preparations for invasion turned the attention of the British Government to ports where it was supposed the troops would be embarked. Ostend was regarded with particular suspicion, and Sir Home Popham was sent in May with a small squadron, conveying a thousand men, under Colonel Coote, to destroy the ships and sluices of the Bruges canal there. The troops were landed, and did their work, but found themselves unable to regain the ships from the violence of the wind and the surf, and were surrounded and compelled to surrender. In the autumn of this year Admiral Duckworth sailed for Minorca, and landed eight hundred men, under Sir Charles Stuart, who readily made themselves masters of the island.

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

[402]It has been remarked that the "monster meetings" could never have been conducted in the orderly manner for which they were distinguished, but for the Temperance reform which had been effected by Father Mathew, a benevolent, tolerant, and single-minded friar from Cork, who was known as the Apostle of Temperance, and who had induced vast numbers from all parts of the country to take the pledge, which the majority religiously kept for some years. The monster meetings, of which forty-five were held during the year, were vast assemblages whose numbers it was difficult to calculate, but they varied from 20,000 to 100,000 each. The people, generally well-dressed, came crowding to the appointed place from every direction, some on horseback, some on jaunting cars and carts, generally preceded by bands with immense banners, and sometimes marching in military order. O'Connell, the "uncrowned monarch," as his followers called him, arrived from Dublin, sitting on the dickey of a coach, usually drawn by four horses. He was always accompanied by his devoted friend, Tom Steel, the "head pacificator," one of the most ardent of hero-worshippers, who looked up to his chief as a sort of demi-god. The first of the monster meetings was held at Trim, in the county Meath, on the 19th of March, and was said to have been attended by about 30,000 persons. A dinner took place in the evening, at which Mr. O'Connell delivered an exciting speech. Referring to the bright eyes and hardy look of the multitudes that surrounded him that day, he asked, would they be everlasting slaves? They would answer "No," and he would join in the response, and say, "I shall be either in my grave or be a free man. Idle sentiments will not do. It will not do to say you like to be free. The man who thinks and does not act upon his thoughts is a scoundrel who does not deserve to be free." The monster meeting held at Mullingar on the 14th of May (Sunday) was attended by Dr. Cantwell and Dr. Higgins, two Roman Catholic bishops, and a great number of priests. This was one of the largest of the meetings, and was remarkable for the declaration made by Dr. Higgins, to the effect that "every Roman Catholic bishop in Ireland, without exception, was a Repealer. He defied all the Ministers of England to put down the agitation. If they prevented them from assembling in the open fields, they would retire to their chapels, and suspend all other instruction, in order to devote all their time to teaching the people to be Repealers. They were even ready to go to the scaffold for the cause of their country, and bequeath its wrongs to their successors." This outburst excited tumultuous applause, the whole assembly rising and cheering for a considerable time.In the meantime, General Lake had made a march on Delhi, continuing, as he went, his correspondence with M. Perron. As General Lake approached the fortress of Allyghur, the stronghold of Perron, the Frenchman came out with fifteen thousand men, but again retreated into the fortress. This was on the 29th of August. Perron made a strong resistance, and held out till the 4th of September, when the place was stormed by a party headed by Colonel Monson and Major Macleod. The success was somewhat clouded by the surprise[492] and surrender of five companies of General Lake's sepoys, who had been left behind to guard an important position, but with only one gun. This accident, however, was far more than counterbalanced by the withdrawal of Perron from the service of the Mahrattas. He had found so much insubordination amongst his French officers, and saw so clearly that there was no chance of competing with the British, that he had at length closed with General Lake's offers, and, abandoning his command, had obtained a passport for himself, family, suite, and effects, and retired to Lucknow. This being accomplished, General Lake continued his march on Delhi, in order to release Shah Allum, the Mogul, and drew near it on the 11th of September. He there found that the army previously commanded by Perron, but now by Louis Bourquien, nineteen thousand strong, had crossed the Jumna and was posted between him and the city. Bourquien had posted his army on a rising ground, flanked on both sides by swamps, and defended in front by strong entrenchments and about seventy pieces of cannon. As Lake had only four thousand five hundred men, to attack them in that position appeared madness. The British were briskly assailed before they could pitch their tents, and General Lake, feigning a retreat, succeeded in drawing the enemy down from their commanding situation and out of their entrenchments; he then suddenly wheeled, fired a destructive volley into the incautious foe, and followed this rapidly by a charge with the bayonet. The enemy fled, and endeavoured to regain their guns and entrenchments; but Lake did not leave them timeanother volley and another bayonet charge completely disorganised them, and they fled for the Jumna and the road by which they had come. The troops of Scindiah, which had held the Mogul prisoner, evacuated the city, and on the 16th General Lake made a visit of state to the aged Shah Allum, who expressed himself as delighted at being delivered from his oppressors and received under the protection of the British.The conditions proposed by Lord Cornwallis were, that Tippoo should cede one-half of his territories; that he should pay three crores and thirty lacs of rupees; that he should restore all the prisoners taken since the time of his father, Hyder Ali; and that two of his eldest sons should be given up as hostages for the faithful fulfilment of the articles. On the 26th the boys, who were only eight and ten years old, were surrendered, and part of the money was sent in. Cornwallis received the little princes very kindly, and presented each of them with a gold watch, with which they were delighted. When, however, it came to the surrender of the territory, Tippoo refused and began to make preparations for resistance; but Lord Cornwallis's active firmness soon compelled him to submit. He ordered the captive children to be sent away to Bangalore, and prepared to storm the town, for which both our soldiers and those of the Nizam were impatient. Tippoo gave way; and the surrender of territory according to the treaty was completed.
